SOLUTIONS
Trends, such as affordable housing, is a national priority. Tom recognized this need in Aspen and developed a plan, with the Aspen/Pitkin County Housing Authority, to create the Resident Occupied Category, of the Affordable Housing Guidelines.
This new category was used for the first time at Williams Ranch Affordable Housing Development, in Aspen, Colorado.
Williams Ranch, a deed restricted community that was designed, built and sold by the Williams Ranch Joint Venture in Aspen, was one of the most successful affordable housing developments in Pitkin County. Tom Stevens, was the Project Manager and Owner's Representative.
Tom also worked with the City of Aspen to create a revision to the Affordable Housing Zone District to allow 30% of a development’s inventory be free market, while increasing the overall density. This was employed for the first time at the Williams Ranch project creating the first mixed income “Robin Hood” project, in which internal subsidy was provided to the deed restricted units from the free market inventory, and no outside subsidy was required.
